Dear Residents of Huntington Beach,

I am excited to share my vision for serving as your next City Clerk. My journey in public service began in the City Clerk’s Office, where I developed a deep understanding of how vital accuracy and efficiency are to our civic processes. These qualities are essential for maintaining transparency and trust in our local government.

The role of the City Clerk extends far beyond the City Council meetings. It encompasses the critical internal workings of City Hall, where adherence to legal processes and the accessibility of public records are paramount. I currently work in local government, where I directly support the Tustin City Council with daily communications, assist residents and businesses, and ensure that all policies and procedures are followed with integrity. I know city government!  

I presently serve as the Chairperson of the Enterprise Board where I oversee the budget and operations of the Goldenwest College and Orange Coast College Swapmeets, which collectively generate $7.2 million annually for the colleges. These swapmeets also create job opportunities for employees and local entrepreneurs, underscoring their value to both the community and the educational institutions they serve.

As a resident who raised my children in Huntington Beach, I have always believed in the importance of contributing to our community. My experience as a parent has shaped my commitment to helping others grow and thrive, and I am eager to bring that same dedication to the role of City Clerk.

I am passionate about fostering a transparent, efficient, and responsive local government. I ask for your vote to make this vision a reality. Together, we can ensure that our city operates with integrity and that every voice is heard.

I have never felt more confident in an endorsement than I do now in giving one for Regina M. Blankenhorn. As your retired 12-year City Clerk (2004-2016), and five-year Vice President, President, and past President of the Southern California City Clerk Association, and also board member of the State of California City Clerks Association, and mentor of numerous Southern California City Clerks in an official capacity and sitting on City Clerk interview panels for over 14 cities in the Southern California region. I feel uniquely qualified to judge whether or not someone is a good — no, a perfect candidate to serve as Huntington Beach’s City Clerk.

Regina M. Blankenhorn has all of the qualifications needed to be Huntington Beach’s next City Clerk and serve in a stellar capacity. Regina is the only candidate who comes to the position ready to take the helm the day she is sworn into office. She has the requisite City Charter-required education. She is already a member of the International Institute of Municipal Clerks. She served in the City Clerk’s Office and the City Manager’s Office in San Juan Capistrano before teaching for 19 years. She is now in her 12th year in an Orange County municipal government serving in their highest office, as Executive Coordinator at the pleasure of their City Council and City Manager, which means that she is managing at its highest level. She is handling records, policy, legislation, and community relations. She comprehends everything before, during, and after an agenda process. She understands how to manage the needs of the staff, local community, and businesses.

The city she now serves is a beautiful and vibrant, hometown-feel community much like Huntington Beach, so she understands our needs. She is a long-time resident of our wonderful Beach community. She has raised a family here. She has also had a huge commitment to community service here in Huntington Beach. Her integrity, her education, her enthusiasm, her experience, her decades of public service — it all leads her to being the prime candidate for your vote.

Regina is the only candidate that would pass a job interview based on skills and experience. And just because this is an elected position doesn’t mean we should not use our common sense and find the best qualified candidate to earn our precious vote.

After serving HB citizens for the past 26 years with eight and a half years as your City Clerk, I have a solid understanding of the skills, qualifications and unbiased personality needed to represent you and our Huntington Beach community in the best possible way with professionalism, truthfulness and integrity.

Now that City Clerk candidates have fulfilled their filing obligations for the November 5, 2024, general municipal election, it is with great pride and enthusiasm that I choose to endorse Regina M. With a total of 16 years of local government service starting in the City of San Juan Capistrano's City Clerk's Office and currently serving in the City of Tustin, Regina possesses the knowledge and experience needed to serve as a department head. As Executive Coordinator, her daily responsibilities support the offices of City Manager and City Council, both of which work closely with the City Clerk. She has a clear understanding of how the City Clerk’s office functions, and with a qualified team ready to support her, she would command the role on day one. I would also be remiss if I didn’t acknowledge her years in the teaching field … a noble profession that, in my mind, speaks volumes about her character.

After serving 31 years in local government, it is time for me to retire. I care deeply about the future of the office of City Clerk and want to leave it in good hands.
